Senior Program Control Specialist  

Contract

The Senior Program Control Specialist participates and impacts the overall operational and financial effectiveness of Government programs. This position utilizes financial and project status data from various accounting and information systems to ensure compliance with contract deliverables and cost/schedule requirements.

Specific duties include:

  • Assist in the analysis of financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.
  • Reviews costs and performs cost benefit analysis related to projects and/or program.
  • Performs statistical, cost, and financial analysis of data reported in the various financial systems.
  • Develops financial reports for forecasting, trending, and results analysis.
  • Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles.
  • Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government regulations.
  • Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  • On a regular and continuous basis, exercises administrative judgment and assumes responsibility for decisions, consequences, and results having an impact on costs, and/or quality of service within the program.
  • Prepare Customer proposal, Develop customer budget analyses, work closely with Program Management, Engineering and customers.
  • Reviews complex financial data received from managers for inclusion in proposals and prepares information for auditors.
  • Ensures compliance with internal procedures, SOX 404, GAAP and DAR/FAR/CAS regulations.
  • Review, track and approve Purchase Orders in accordance within established budgets.

Minimum Qualifications:

  • Bachelors Degree in Finance, Accounting, Business Administration, or related field or equivalent experience
  • Three to Five years Program Control/Financial Management experience in the Federal Government Sector
  • Thorough understanding of DFAR, FAR and CAS Regulations
  • Proficiency in the use of software applications, databases, spreadsheets, and/or word processing required.
  • Earned Value Management experience a plus
  • Must be detail oriented yet able to think strategically about implications of analyses and initiatives, identify trends, and recommend improvements accordingly.
  • Ability to work independently and complete responsibilities with little supervision, yet work well in team-oriented culture.
  • Ability to work on critical, time sensitive issues and to keep matters confidential essential.
  • Extensive experience interfacing with customer is a must
