Job Duties and Responsibilities
Operate as Program Manager for the SPAWAR OCONUS Electronic Security Systems Information Assurance and Engineering Systems Programs Support (ESS) (IA) (ENS) support contract. PM will be located in Stuttgart, Germany. Manage all aspects of the $95m five year ID/IQ support contract. Conduct briefings and meetings; effectively accomplish the goals and achieve maximum operational economy.

BACKGROUND:
The Business Systems Engineering Department, Code 50B, of the Space and Naval Warfare Systems Center Atlantic (SSC LANT), in response to priority initiatives promulgated by the Department of Defense (DoD) and other Government agencies, requires immediate and comprehensive support in the European Region. Increased security measures are being mandated at all levels throughout the Government. As the demand grows, a concentration of effort is needed to meet the security needs of the high profile Government agencies in European, Middle Eastern, African, Southwest Asian, and Central Asian regions as tasked by the European Command (EUCOM), African Command (AFRICOM), and Central Command (CENTCOM) and various other government, joint, and DoD agencies in the EUCOM, CENTCOM, and Pacific Command (PACOM) Areas of Responsibility (AORs) and the British Indian Ocean Trust (BIOT) Territory. SSC LANT must be able to respond quickly and effectively in order to meet the needs of the rapidly expanding DoD client network in the EUCOM, AFRICOM and CENTCOM regions. Immediate resolution of a wide range of issues will be required for Government facilities in the EUCOM, AFRICOM and CENTCOM, ranging from urgent analyses of security deficiencies, to rapid deployment of security systems, to emergency maintenance of security equipment. This contract is expected to be staffed with Germany based personnel with host nation Technical Expert Status Accreditation (TESA) for extended assignment.

RELEVANT EXPERIENCE
Programs and Initiatives
The contractor shall demonstrate expertise in supporting and complying with DoN and DoD enterprise initiatives. SSC LANT has assigned related Security and Law Enforcement programs and special projects to the Force and Infrastructure Protection Engineering Division of the Code 70 Department. These include, but are not limited to, current and past programs in primary areas to include Electronic Sensor Systems, Law Enforcement, Information Assurance, and Engineering Network Systems. Other technical areas include information sharing, crisis management, biometrics, energy management, web enabled application development, wireless security technologies, networking and communications.

At a minimum, the work performed shall support but not be limited to the following four programs listed below:
o Electronic Security Systems (ESS) Program.
ESS projects encompass a variety of different types of facilities to include Navy, Marine Corps, other DoD and other Federal customers. The security requirements for the different customers will vary in scope, magnitude and complexity and will range from minor additions to an existing security systems, to large scale integrated base-wide or facility-wide systems.
Large systems may integrate the following subsystems:
(1) Security Command, Control, Communications, Computers (C4I) Systems;
(2) Intrusion Detection System (IDS);
(3) Access Control System (ACS);
(4) surveillance systems comprised of Closed Circuit Television (CCTV), Forward Looking Infrared (FLIR), and/or acoustic sensors;
(5) Relocatable Sensor Systems (RSS);
(6) crisis management systems;
(7) Smartcard technology and biometrics;
(8) chemical, biological, nuclear, radiological and explosive (CBNRE) detection;
(9) personnel alerting systems; and
(10) secure and non-secure video/teleconferencing (VTC) communication systems.

This contract shall also include the use of future security innovations, concepts and developments in technology to provide an integrated approach to detect, deter, respond and recover from asymmetrical attacks.

o Information Assurance (IA) Program.
IA applies hardware, software and procedural solutions to counter the threat of compromise, corruption, and denial to our information systems. IA encompasses the disciplines of Computer Security (COMPUSEC), Communications Security (COMSEC), Emanations Security (TEMPEST), Network Security (NETSEC), Transmission Security (TRANSEC), and the supporting disciplines of Physical, Operational, Technical, Administrative and Personnel Security. The SSC LANT IA Program provides security engineering support to the Department of the Navy (DoN) and other government agencies in the development, acquisition, production management, installation, operation, certification and accreditation, and life cycle support of network and information systems. SSC LANT provides engineering assessments and design for the assurance of network and processing system confidentiality, integrity, and availability of the information they store, transport and process. SSC LANT also supports implementation of unclassified and classified secure networks and the integration of networks into the Defense Information Infrastructure (DII) under the direction of the Defense Information Systems Agency (DISA).

o Engineering Network System (ENS) Program.
ENS efforts involve distributed processing and Client Server relational database systems in support of technical, administrative, and management functions and requirements. Peripheral systems include LAN/WAN and telecommunications, when required, in support of operational requirements of the site. Networking requirements include those integral to security applications, monitor and control or Supervision Control and Data Acquisition (SCADA) Management Information Systems (MIS), and other site operational or MIS requirements such as administrative or business applications

  • Participates in senior level meetings with HQs and DoD commandsOrganizes and manages the program to meet or exceed mission goals/standards and to maximize economy of operation
  • Performs technical analysis and render recommendations that improve contract support operation
  • Prepares, reviews, and evaluates technical documentation as required

Qualifications
Requires Bachelor's degree or equivalent, and twelve to fifteen years of related (technical environment) experience including management experience.
