Director, Pre-Award Business Management

Job Duties and Responsibilities
Job description:
Reporting to the Senior Vice President, Business Operations, within ManTech's TSG Group, the role of the Director, Pre-Award Business Management is to support business development activities and the submission of proposals.

Responsibilities include:

  • All aspects of pre-award activities including review of customer RFP/solicitation; Terms & Conditions,
    questions/answers, cost volume development and production;
  • Interfaces with BD, operational staff, contracts & subcontracts team, pricing and other functional staff within
    the Group and Corporate to ensure compliance to the solicitation requirements;
  • Attend all capture and gate review meetings for all bids $40M or higher;
  • Manage the price-to-win Group staff;
  • Negotiation of Teaming Agreements and Non-Disclosure Agreements;
  • Review and resolution of OCI and ITAR Issues;
  • Review of B&P approvals and expenditures;
  • Participation in pipeline reviews;
  • Conduct lessons learned after proposal submittal;
  • Participate in protest decisions, process, defense
  • Participate in contract kick-off meeting after contract award and transition to post-award team;
  • Develop Group procedures/process for Pre-Award function.

    Qualifications:

  • Proven ability to provide strategic leadership and direction of major program(s) or acquisitions within the
    Business Unit or across the corporation.
  • Experience managing acquisitions and procurements typically $25 to $50 million annual revenue or larger.
  • Experience as a senior relationship manager for negotiating/resolving highly complex issues directly with top corporate management and customer contacts.

    Requirements:

  • Bachelor's Degree (Master's preferred);
  • 10+ years of related professional experience
  • 7+ years managing specific area.

    Qualifications
    Requires Bachelor's degree or equivalent in a technical field and twelve to fifteen years of experience or a Master's degree and ten to twelve years experience in design engineering, program management experience and/or government sales/marketing.
