Position : Cost Estimation Analyst (Surge Support)

Position Discription : Provide temporary, surge Cost Estimation support,. Prepare and/or review detailed cost analyses, such as program office estimates (POE) and Program Life Cycle Cost Estimates (PLCCE); conduct, coordinate, and evaluate ACAT ID level cost analyses consistent with OSD Cost Assessment and Program Evaluation (CAPE), Air Force Cost Analysis Agency (AFCAA), Office of the Deputy Assistance Secretary of the Army for Cost and Economics (ODASA-CE), Navy Center for Cost Analysis (NCCA), and JPEO JTRS standards, processes and procedures; demonstrate proficiency in all required methods and tool sets for OSD level staff and all Services; demonstrate expertise in the creation and/or evaluation of Cost Analysis Requirements Documents (CARDs) and all applicable types of cost models (eg parametric, historical, engineering estimates, etc.); provide subject matter expertise in DoD formal cost analyses procedures and be proficient in cost related statutes, regulations and policies; support the NED program office in "what-if" and other management drills as it relates to NED's cost estimates. Specific roles and responsibilities during this surge-support timeframe include, but are not limited to, the creation of independent government estimates (IGE's) (utilizing NED's standard costing methodology and templates), POM-13 cost estimates (utilizing NED's standard costing methodologies and templates), all cost estimation support of an expected CAPE review of NED's Sustainment (O&M) funding, and maintenance/updates to the NED CARD.
