Assistant Vice President. Law Enforcement  

General Function of Position:
The Assistant Vice President of Law Enforcement is the functional officer responsible for leadership and oversight of the Law Enforcement function District-wide, including establishing objectives and priorities to direct performance to ensure alignment of function strategies with the Bank and with System directives. The Law Enforcement function is responsible for ensuring the security of the Banks facilities. The function, including branch offices in Cincinnati and Pittsburgh, is comprised of approximately 100 employees. The position reports to a Senior Vice President.

Position Accountabilities:
  1. Plans, directs, recommends, and implements policies and procedures to ensure the physical protection and security of the Banks employees, property and assets.
  2. Identifies significant security risks. Designs and implements strategies and programs to reduce risk, safeguard the Banks assets and effectively respond to security incidents.
  3. Develops and manages the Law Enforcement budget.
  4. Participates on System Law Enforcement committees and work groups working collaboratively with peers throughout the Federal Reserve.
  5. Actively engages professionally within the region and nationally to develop strong personal contacts with leaders of key external stakeholder groups and o organizations, including peers at other law enforcement organizations, depository financial institutions, other institutions and businesses.
  6. Maintains thorough knowledge of field and applies this understanding and insight to enhance alignment with the Banks strategy.
  7. Acts as a liaison with local, state, federal law enforcement agencies on all matters pertaining to security.
  8. Oversees the maintenance and effective operation of the Banks security equipment.
  9. Provides direction and guidance in all major internal and external investigations.
  10. Researches and implements technology solutions. Ensures optimal effectiveness and efficiency of all life-safety and security systems.
  11. Implements risk reduction through increased security awareness.
  12. Directs the gathering and distribution of information for management reporting purposes.
Management Accountabilities:
  • Leads with clear vision and ensures execution of Bank and function strategy and objectives.
  • Attracts and retains a high calibre management team and professional staff with diverse capabilities and develops successors and talent pools for key roles.
  • Creates an environment that rewards, recognizes, and implements innovative ideas that positively impact performance for the Bank and the function.
  • Represents the Bank and the Federal Reserve System at meetings, conferences, speaking engagements, and on committees.

Primary Qualifications of Ideal Candidate:

  • Minimum of 10 years of work experience including 5 years of management or leadership experience leading a multi-location Law Enforcement function.
  • Work experience in relevant law enforcement organization or other corporate entities.
  • Relevant certification preferred. An undergraduate degree in a relevant discipline with a Masters degree desirable.
  • Demonstrated track record as a collaborative member of a leadership team.
  • High level of motivation organizational agility and influencing skills.
  • Excellent written and oral communication skills. Communication skills that foster open dialogue and high-impact delivery.
  • Sound judgment integrity and strong leadership and interpersonal skills.
  • Demonstrated ability to cultivate and maintain effective relationships with other Bank and System officers and peers and regional and national leaders and other key stakeholders.
